What is Digital Sovereignty?
A model that protects country’s economic values and strengthens its strategic autonomy.
Digital Sovereignty is the ability to control, protect and govern strategic data, infrastructure and digital services, reducing critical dependencies on external parties and strengthening the decision-making autonomy of organizations and institutions.
In a context of growing cyber threats and geopolitical tensions, Digital Sovereignty is a strategic lever for strengthening the country’s security, resilience and autonomy. According to the Cyber Security Report 2026, protecting data, critical infrastructure and essential services is increasingly linked to the ability to govern and control strategic digital assets.
A sovereign cloud model rests on four key elements:
- Data - Securely stored in Italy, with compliant and traceable access
- Operations - Full control of activities by local operators
- Technology - Architectures selected and controlled by national providers, including open-source solutions for specific functions
- Infrastructure - Networks and Data Centers managed within the national ecosystem, enabling connectivity across cloud and hybrid environments
Sovereign cloud is more than a technology choice: it is a strategic enabler of security, competitiveness and autonomy.
Digital Sovereignty is not a one-size-fits-all model
Every organization has different security, compliance and control requirements. Digital Sovereignty therefore comes in different levels of autonomy, to be adopted according to the criticality of the data and services involved and the applicable regulatory requirements.
Data sovereignty
Control over where strategic information is located, who can access it and how it is managed, in compliance with European regulations.
Operational sovereignty
Oversight of critical activities, service continuity and the ability to respond in emergencies.
Technology sovereignty
Control over strategic technologies and expertise, reducing dependence on external providers and platforms.
TIM Enterprise supports corporate companies and public administrations in adopting the level of sovereignty that best fits their needs, through a progressive, modular journey.
Pillars of Digital Sovereignty
GDPR, the Data Act and NIS2, with ACN certifications for secure cloud services and infrastructure
Local disaster recovery plans to ensure continuous data availability.
No vendor lock-in, with compatibility for architectural models that promote openness and collaboration (e.g. IPCEI CIS).
Our vision
Through 16 proprietary Data Centers across Italy — eight state-of-the-art facilities with Uptime and/or ANSI/TIA Level 4 certifications (Uptime Tier IV and ANSI/TIA Rated 4), and six with LEED certifications (five LEED Gold and one LEED Platinum) — we are building a digital infrastructure that safeguards Italy’s information assets and strengthens its capacity to innovate.
TIM Enterprise’s Sovereign Cloud provides:
- Data and encryption keys managed under full national jurisdiction
- Technological autonomy and independence from non-EU regulations
- Security and compliance with ACN and NIS2 requirements
- Sustainability in line with ESG criteria and efficient energy use in Data Centers
- Integration with federated, interconnected European models (IPCEI CIS)
The result is a trusted ecosystem open to global innovation, built on sovereign, interoperable and transparent rules.
